Do you know if there is any way to configure the Global Message Delivery thing to post to the correct Beer Parlor subpage?

Not without edit protecting the page, no. Someone should ask the bot operator to fix it...

It wouldn't directly, but it would keep it from posting on the right page so presumably the owner would notice.
