spooky PAC (plural spooky PACs)

  1. (US politics) A type of political action committee covered under the United States Internal Revenue Code section 501(c)4 / 501(c)(4) under the legal pretense of acting as a social welfare organization, which does not have to reveal its donors' identities, and which does not limit the amount of contributions by donors.

This is not a PAC as defined under United States Internal Revenue Code.
