Relative noun (nisba) composed of رُوس (rūs) +‎ ـِيَّة (-iyya). Possibly imitating a foreign demonym. Compare Byzantine Greek Ρωσσία (Rōssía) and Russian Росси́я (Rossíja, Russia).
