A 国字 (kokuji, “Japanese-coined character”).
A zokuji (俗字). Nonstandard form of 栃. 万 is simplified form of 萬.
Pronunciation was derived from combined kun'yomi of (十) (10) and (千) (1000).
For place name, it is a former character used before the decree of 栃 as official character in 1879.
