Etymology[edit]

Originally referring to the status of Kowloon Walled City. The three parties were the British government, the Chinese government and the Hong Kong government.

Alternatively may be referring to Nanshi in Tianjin, which was an area between the Chinese territory, the French concession and the Japanese concession.
