Etymology

Short for 行在所 (Xíngzài suǒ), used out of hope that the empire would recover its lost territory shortly and the imperial court back to the former Song capital at Bianjing (now Kaifeng).

(historical, euphemistic) Xingzai ("Temporary Residence"), a former nickname of Lin'an (now Hangzhou) when it was the capital of the Southern Song dynasty.
