Yes, I think it's from Persian. As for the sense development Frank > foreigner, compare Old Armenian փռանկ (pʻṙank, Frank), Middle Armenian փռանգ (pʻṙang, Frenchman; any Catholic European; any European), Modern Armenian ֆռանկ (fṙank, a Catholic Armenian, who were considered to be foreigners by the common Armenian folk). --Vahag (talk) 20:56, 25 July 2013 (UTC)Reply
