I agree that it seems dubious. However, this is the official etymology from this analytical source: [1]. I have tried researching what it may be but I found no results. MDBG did not help (which is my regular Chinese source), and -pho- definitely does not refer to phosphorus as it usually does in mineral names, as there is none in the mineral. You are likely very correct; the two minerals are very closely related so that may be the etymology source; at least, referring to the word carpholite rather than its etymology. In the abstract of the original(?) paper ("The refinement of crystal structure of balipholite", 1987), they say "Balipholite has the simailar structure as that of the carpholite group but with large cations Ba occupying the caves of the structure."
