Wikipedia says:

A lotion is a salve or emollient intended to moisturize skin. Most lotions are essentially oil and water emulsions. The difference between a cream and a lotion is the ratio of oil to water: lotions have less oil, creams have more, and ointments have the most.

A wide variety of other ingredients, such as fragrances, glycerin, dyes, preservatives, vitamins, protein and stabilizing agents, are commonly added to commercial lotions.

Lotions are sometimes used as lubricants for sex. Oil based lotions can compromise the effectiveness of contraceptive devices such as condoms and diaphragms.
