"the cooperative as opposed to the competitive factors operating in the development of society." I'm not sure what this means, but I have a sneaky feeling it's a way of avoiding saying "aid of a mutual nature". Mglovesfun (talk) 15:17, 29 September 2010 (UTC)
- It's in [www.dictionary.com] with two definitions:
- (sociology) the cooperative as opposed to the competitive factors operating in the development of society.
- arrangements made between nations to assist each other

- Among local governments in New York State, there are formal agreements (probably sanctioned and defined by law, possibly state law) regarding how emergency-services/public-safety departments respond to requests for assistance. IOW, the second definition would need to be generalized at least to include other levels of government.
