Seems more precise than would be predicted from run up + the score; this is not simply an accumulation of points but an unsporting accumulation of points by the winning side. At least that sense (which is the one given) is the only one present in the first page of b.g.c. hits. While the losing side might engage in similar behavior, scoring as many points as possible even when all hope is lost, it appears that this wouldn't be called "running up the score."
