first minister (plural first ministers)

  1. (British, Ireland) The leader of the devolved governments of Wales, Scotland, or Northern Ireland.
    Although Scotland and Northern Ireland each have them, England has yet to receive a first minister.
  2. (Canada) Any of the ten provincial premiers or the prime minister of Canada.
    A first ministers meeting is used to discuss inter-governmental affairs
