From Arabic حُكْم (ḥukm) +‎ Persian دار (dâr). Equivalent to höküm +‎ -dar. Compare Azerbaijani hökmdar, Turkish hükümdar, Uyghur ھۈكۈمدار (hükümdar) and Uzbek hukmdor.
