From охра́на (oxrána, guard) +‎ -ка (-ka), abbreviation of Отделе́ние по охране́нию обще́ственной безопа́сности и поря́дка (Otdelénije po oxranéniju obščéstvennoj bezopásnosti i porjádka).. Also called Охра́нное отделе́ние (Oxránnoje otdelénije) for short.
