[edit]Appears to be a coinage within Japanese, as a compound of 痴 (chi, “stupid; mad”) + 女 (jo, “woman”). First cited to 1900.[1]
Likely created by analogy with 痴漢 (chikan, “stupid man”), with the senses for both terms developing similarly towards a more sexual nature.
