At a glance, I believe it refers to the residential community in Zhuodaoquan Subdistrict [1] [2] of Hongshan District, Wuhan associated with the Wuhan Institute of Technology. @Justinrleung, Tooironic I found the following sources with the term in question and archived them on Internet Archive. @Geographyinitiative: Internet Archive isn't usually considered to be "durably archived" because people can request archived pages to be taken down IIRC. What you've archived are a good starting point, though. We just need to see if they're in any print versions. The first one is good since I've found in Wuhan Ribao.
