Hebei-Hubei Confusion

I don't know at what point a frequent confusion becomes grounds for a mention in the {{also| template at the top of the page (I did this- see diff.) or in a usage notes section, but I'd like to use ths thread to document instances of confusion of Hebei and Hubei. (See also Citations:Yunnan for the frequent typo 'Yunan' appearing in all high-level English language media or Shanxi-Shaanxi confusion.) In my experience, it is super super common for foreigners to confuse these two English language terms. Here's an example from The New York Times: (I will add any further examples at Citations:Hebei.)
