Found a third cite, but sadly it doesn't yet meet the one-year threshold. Also an earlier use from Fark.com, but it seems to be for a slightly different sense (basically, a term used to conflate "moderator" and "admin," for those who don't know the difference between the two, or don't care to distinguish them).
