Primarily used as translation of foreign terms, notably Arabic محافظَة ‎(muhafazah). Historically also Russian губе́рния ‎(gubérnija, guberniya) and губернаторство ‎(gubernatorstvo) of Imperial Russia and Spanish gobernacion of Imperial Spain, among others.
