Primarily used as translation of foreign terms, notably Arabic محافظَة (muhafazah). Historically also Russian губе́рния (gubérnija, guberniya) and губернаторство (gubernatorstvo) of Imperial Russia and Spanish gobernacion of Imperial Spain, among others.
