From Ancient Greek ὑπουργός (hupourgós, servant, helper), from ὑπό (hupó, under) +‎ -ουργός (-ourgós, worker) (see ἔργον (ἔrgon, work)).

The modern sense is a semantic loan from Italian ministro.
