  • Yes, と is just the adverbial form for all -tari adjectives, just like に is the adverbial form for -na and -nari adjectives.
All the -na adjectives were previously -nari adjectives. This came from [NOUNISH WORD] + + あり (classical terminal form of the copula, equivalent to modern ある). Similarly, all the -tari adjectives were originally [NOUNISH WORD] + + あり.
Since these come from the classical verb あり, they follow the ra conjugation pattern, as described at w:ja:ラ行変格活用.
Basic forms:
Classical -nari adjectives Modern -na adjectives Classical -tari adjectives Modern -tari adjectives
未然形 (mizenkei, incomplete) -nara daro -tara -
連用形 (ren'yōkei, continuative) -nari, ni daQ, de, ni -tari, -to to
終止形 (shūshikei, terminal) -nari da -tari -
連体形 (rentaikei, attributive) -naru -na -taru -taru
Classical 已然形 (izenkei, realis)

Modern 仮定形 (kateikei, hypothetical)

-nare -nara -tare -
命令形 (meireikei, imperative) -nare ni nare -tare -tare (rare)
