Compound of 入道 (nyūdō, monk; lay novice) +‎ (saki, former, previous) +‎ (no, genitive particle) +‎ 太政大臣 (daijō-daijin, grand chancellor, literally imperial government + cabinet minister).

Literally the “lay novice and former chancellor”.[1]
