     Section 5 A state agency must be liable to the victim for the consequences of a tort which its own authority has committed in the execution of a duty. In this respect, the victim may lay claim against the said state agency directly, but no claim can be entered against the authority.

     Section 4 As for a criminal case in which the victim is a married woman, that woman has the right to institute the case by herself without having to obtain prior permission from her husband.
