According to Lin Yiguang (1920), this character is an ancient form of 經 (OC *keːŋ, *keːŋs). Its bronze inscription form is a pictogram (象形) of vertical threads passing through the top of a loom and has the meaning "to abide by, to comply with". Unrelated to 工.
Shuowen erroneously analyzes this character as streams of water across land due to its superficial appearence (巛 in facts represents flowing water).
